Motivation: CONAMA Resolution 278-2001

 

The Resolution nO 278 by the National Council on the Environment (CONAMA), of May 24th, 2001, regulated by resolution no 309 of March 20th, 2002, “determines the suspension of the authorizations conceded by own act or delegation of the other organs of the Brazilian National System on the Environment – SISNAMA, for harvesting and logging of endangered species, contained in the official list of the Brazilian Institute of Environment and Natural Resources – IBAMA, in natural populations of Mata Atlântica Biome, until a technical criteria is established, scientifically based, that guarantee the logging sustainability and genetic conservation of the exploitable populations”

  

Context and justification

 

The state of Santa Catarina doesn’t have enough and trustable information on the forest sector. The Mixed Ombrophyllous Forest with Araucaria angustifolia originally covered 42,5% of the state territory, followed by the Dense Atlantic Rain Forest and associated ecosystem, Mangrove and Restinga habitats, with 32,9%, while the Semidecidual Seasonal Forest covered 9,6% of the Santa Catarina territory, the 15% remaining are distributed between natural savannas in the highlands (14,4%) and a small portion of the cloud forests (0,6%), according to SANTA CATARINA (1986). The exuberance of these ecossystems present in 2005 only 23,87% of its original cover, the Mixed Ombrophyllous Forest is the most deprecated, not exceeding 5% of its original cover, which it’s estimated that only 0,7% could be considered primitive (SOS Mata Atlântica, 2008).

 

The destruction of the Mata Atlântica Forests was caused especially by the intensive exploration of the woody species and by the expansion of agriculture and cattle farming. The protected areas (municipal, state and private parks and reservations) cover only 2% of the state territory. The forest remnants are mostly on private properties, both large and small property their owners need technical and scientific support based on accurate and reliable data, in order be capable for sustainable forest management.

 

It’s more than urgent the need to examine the actual conditions and conservation status of the native forest of Santa Catarina and the context that involves them, related to land use and forest coverage, the anthropogenic pressure, the economic value of these resources, the capacity of restoration and the conservation of the genetic diversity.

 

The Floristic and Forest Inventory of Santa Catarina seeks, besides the review and preparation of the list of endangered species in its coverage area, to raise a number of elements essential for the Ecologic-Economic Zoning of the State. Through the inventory is intended to obtain basic information and generate knowledge that allows to establish priorities and define actions of recovery and restoration of degraded forest systems, as well as advance toward the sustainable management of native species of economic and social interest.
